Notes

Note 136992: NOTE-Shipper must certify on shipping orders and bills of lading at time of shipment that the actual value per pound of the property does not exceed 25 cents. If the shipper fails to so certify the actual value per pound, item 136950 will apply.

How to Determine Your Class

To find the correct freight class for your shipment:

  1. Confirm eligibility: shipment is used water or used gas not moving by pipeline, with actual value at or below $0.25 per pound (keep an invoice or manifest to document value).
  2. Select containment to prevent leaks: closed-head drums or IBC totes for water; DOT-rated cylinders with caps and valve protection for gas, secured in racks or cradles.
  3. Write a clear BOL line: “Water or Gas, used, NMFC 136990, Class 55, nonhazardous, actual value not exceeding $0.25/lb.” Include piece count and container type.
  4. If value rises above $0.25/lb or material is regulated, use the appropriate NMFC per Note (see item 136992) and apply HAZMAT rules when applicable.

Note: All classifications are subject to Item 170. Verify with official NMFC publications for the most current requirements.

Business Value

  • Lower, predictable LTL spend with fixed Class 55—no density calculations or reweigh surprises for drums, totes, or cylinders.
  • Reduced claim exposure by declaring low actual value, often allowing lighter insurance coverage and tighter cost control for recyclable streams.
  • Faster quoting and tendering: a single NMFC fits recurring moves from utilities, wastewater processors, or gas recovery services.
  • Fewer reclasses and accessorials when leakproof packaging and clear BOL language match the item’s specific value condition.
