Note 161636: NOTE-Shipper must certify on shipping orders and bills of lading at time of shipment that the actual value of each book does not exceed $2.30. If the shipper fails to so certify the actual value, item 161560, naming 'Books, NOI,' will apply.

- Confirm each book’s unit value is $2.30 or less to qualify for NMFC 161635. Note the per-copy value on the BOL, and use related Note item 161636 if value exceeds the limit.
- Pack paperbacks in snug, corrugated boxes; align spines and fill voids with kraft paper to prevent corner crush. Seal with an H-tape pattern for transit strength.
- Keep carton weights practical—ideally 35–50 lb—to aid handling. Use smaller book boxes or hand holes for dense titles and label cartons “Books—Heavy” when appropriate.
- If palletizing boxed books, avoid overhang, alternate stack patterns to protect spines, add a moisture top sheet, and stretch-wrap securely. Mark NMFC 161635, Class 60 on labels.
