Note 168961: NOTE-Unless otherwise provided in individual participating carriers' tariffs, articles moving under the provisions of item 168960 shall only be accepted subject to a maximum liability per package of $0.25 per pound. If shipper fails to declare a value, or declares a value per package in excess of $0.25 per pound, shipment will not be accepted, but if the shipment is inadvertently accepted, it will be considered as being released to a value not exceeding $0.25 per pound per package and the shipment will move subject to such limitation of liability. In no instance will carriers' liability exceed the actual value of the article lost or damaged.

How to Determine Your Class

To find the correct freight class for your shipment:

  1. Calculate density for each box to set class: weigh the carton, measure L×W×H in inches, convert to cubic feet (divide by 1728), then weight ÷ cubic feet. Higher density trends toward the lower class number within 70–110.
  2. Print the release on the BOL: “Released value not exceeding $0.25 per lb per package under NMFC 168960.” If you need higher liability, choose a different item or add separate cargo insurance.
  3. Pack records in sturdy file/storage boxes; use double-wall or 44 ECT when cartons exceed ~40 lb. Tape the H-seal, avoid overfilling, and keep box sizes consistent for accurate cube and safer stacking.
  4. For multiple boxes, place uniformly on a pallet, use corner boards and 4-way stretch wrap. Label as “Records” or “Documents,” keep labels visible, and avoid mixed contents that could change the density rating.
