Note 169607: NOTE-Shipper must certify on shipping orders and bills of lading at time of shipment that the actual value of each rifle or carbine with telescopic sight does not exceed $200.00. If the shipper fails to so certify the actual value, the articles will be classed as mixed packages, per Item 640, Sec. 3(a), using items 69300, naming 'Firearms or Parts, NOI,' and 58290, naming 'Sights, telescopic, small arms.'
How to Determine Your Class
To find the correct freight class for your shipment:
- Confirm eligibility: items must be new, each unit valued at $200 or less, and the telescopic sight packed in the same box; otherwise, classification may change per Notes 169607 and 169608.
- Pack for Class 125 handling: place the unloaded rifle in an OEM case or formed insert, wrap the scope to prevent movement, then double-box with rigid corrugated and dense void fill.
- Document and declare properly: list NMFC 169605 Class 125 on the BOL, include make/model/serial on shipment paperwork, and ensure FFL-to-FFL compliance as required by carrier policy.
- Plan the delivery profile: book LTL carriers that accept firearms, schedule pickup from licensed premises, and add needed accessorials like limited access or liftgate for store deliveries.
Note: All classifications are subject to Item 170. Verify with official NMFC publications for the most current requirements.
Business Value
- Predictable rating: a fixed Class 125 reduces reclass disputes and keeps LTL quotes consistent for repetitive lanes.
- Consolidated packaging: scope in the same box avoids extra accessory lines and minimizes additional handling fees.
- Lower risk fees: nonhazardous status means no HazMat surcharges, improving total landed cost on multi-pallet moves.
- Clear value threshold: the ≤$200 per-unit rule simplifies valuation and insurance decisions for promotional or training inventory.
