Note 172642: NOTE-Applies on seals, such as those used on cargo containers, freight semitrailers, railway cars, fire extinguishers or other types of equipment, to deter or indicate tampering or theft. Does not apply on caps, covers, tops or other closures, nor on seals used on product packages to deter or indicate tampering or theft, such as product safety seals.

- Confirm your product fits: indicative plastic seals, cable seals, or bolt-style antitheft seals shipped in boxes. Check Note, item 172642, for any exceptions or alternate ratings.
- Use sturdy cartons sized to prevent rattle. Bag small seals, add dividers for sharp metal parts, and choose double-wall boxes for heavy bolt seals to avoid punctures.
- Print NMFC 172640 and the chosen class (70–125) on the BOL. Since this is not density-based, focus on item type and packaging accuracy rather than PCF calculations.
- Keep counts and SKU detail on the packing list (e.g., 5,000 plastic indicative seals per box). Seal cartons with reinforced tape to deter tampering during transit.
