Notes

Note 171884: NOTE-Applies only on: scraps, pieces or trimmings of rubber-impregnated cloth; reclaimers' tailings or residue; old worn-out rubber boots, shoes, belting, clothing, rolls or rollers, hose, mats, matting or packing; or similar worn-out articles; having value only for reclamation of raw materials. Such articles must be described on bills of lading and shipping orders at time of shipment as 'Scrap Rubber.' Does not apply on fragments, scraps or pieces of rubber tires; see item 195720 for applicable provisions. Also does not apply on rubber tires in their original form or shape; for applicable provisions, see item 156600, 157226, 157230 or 157238, with final determination of item dependent on the type of tire.

How to Determine Your Class

To find the correct freight class for your shipment:

  1. Package as bales, bundles, or boxed/palletized pieces so it clearly qualifies as “in packages.” Strap or wrap tightly to prevent shedding during transit.
  2. Reference Note 171884 on the BOL and list “Rubber, scrap, NOI” with NMFC 171880, Class 50. Include piece count and package type for clarity.
  3. Treat as hazardous per listing: add required hazmat markings, emergency contact, and SDS. Keep away from heat sources and ignition risks in the trailer.
  4. Control moisture and contamination. Line pallets or use drip-resistant liners if rubber contains oils, and avoid overhang to prevent damage fees.

Note: All classifications are subject to Item 170. Verify with official NMFC publications for the most current requirements.

Business Value

  • Fixed Class 50 rating simplifies quotes and often lowers LTL costs compared to variable density items.
  • Accurate packaging and labeling reduce reclassifications, cleanup charges from loose pieces, and delivery delays.
  • Using the NOI classification with Note 171884 speeds booking when scrap composition varies across loads.
  • Hazardous documentation improves carrier acceptance and keeps recycling and reclaim operations on schedule.
