  1. Confirm the Note under item 177401 to ensure your spools fit the NOI definition, then measure each sealed box’s outside dimensions and weigh the gross package to calculate PCF.
  2. Pack spools so flanges cannot shift: use corner blocks or die-cut inserts, and select cartons with appropriate ECT (e.g., 44–51 ECT for heavier loads) to meet Item 170.
  3. Consolidate multiple small spools into a tight master carton when possible to raise density and lower class; for example, 24×16×16 in at 65 lb = ~18.3 PCF.
  4. Place boxed spools on a pallet with no overhang, label all sides, and use top-load sheets to keep stacks stable and protect delicate cores.
